Why is my dog limping and licking his sore paw? What should I do?

Pet's info: Dog | Chow Chow | Male | unneutered | 8 years old | 55 lbs

My dog has a sore or cysts under his right paw for about a week. He does limp a little and licks at it. Not sure what it is. Can it be treated?

The picture may be a bit misleading, but I am concerned that what we are looking at may be a mass/tumor. However, an embedded object may be the problem as well. I would really recommend that he be seen by a veterinarian. They can decide if antibiotics, or possibly surgery is needed.
