The picture is quite blurry, but it appears like a pus-filled blister (known as a pustule). It's not uncommon for puppies to get a pyoderma (bacterial skin infection), which will cause these little pustules. However, they do not cause a significant amount of pain. One month old puppies do cry a lot, so if it seems similar to what she was previously doing, then I would not worry too much. If it seems that she suddenly started crying more, then it's best to take her to a vet for an exam, so they can discover the problem and explore these lesions a bit more. For now, you can wash the area with a medicated dog shampoo (can find this at the pet store). Usually these skin infections go away within a couple of weeks with daily washing. I hope that helps and Baby gets better soon.
