Brown dirt balls on my dog's nipples and genitals. What's wrong?

Hello I have two poodle dogs mother and daughter they come from a small breed of poodle dogs. The mother is 8 years old and the daughter 4. I've had them for around 3 months and I know that before that they were neglected and they came here really dirty and skinny they have fattened up and we keep them clean but the mom’s nipples are and the area a little above her genitals looks dirty with brown dirt balls like really small ones they are mostly on the skin but there is some in the fur around t

Hello, this dirt you are noticing may be evidence of salivary staining. This is a result of Muñeca licking at herself due to being itchy. She may be itchy because of allergies especially around her abdomen and lower half. Other potential causes for this debris may be flea dirt. Ensure she is on monthly flea control and you can wipe the affected areas daily with skin sensitive baby wipes. If this does not improve the areas then Muñeca should be seen by a veterinarian to rule out other causes for this debris such as a skin infection or yeast infection.
