Why is my dog's eyebrow bump black-tipped with dark skin patches?

My Basenji has a bump on the top of his right eyebrow and sometimes it has a black tip. Could you tell me what it is? Thank you! Also he started having black patches on his skin under his white fur. Pet's info: Dog | Basenji | Male | neutered | 22 lbs

I do recommend all abnormal growths be evaluated by a veterinarian to determine if they are malignant (cancerous) or benign. This distinction would determine a treatment plan as to whether or not surgical removal may be necessary. From the picture you posted, the black marks under his skin appear to be normal epithelial pigmentation, but if you are concerned I would have your veterinarian see those as well. Good luck!
