My Shih Tzu is licking paws and scratching face/body. What's wrong?

Hi, so we have a small 5 year old shih Tzu. She has been acting normal for about 95% of the time, but no more than once or twice a day that we notice, she has an episode where she will constantly lick her paw, paw and scratch all over her face and body, and occasionally whimper while doing so. It's been happening for about a week, and outside of this, she says normally and acts normally

If Daisy is only exhibiting this odd behavior 1 or 2 times a day I would not be overly concerned about it. She may have just discovered a new way to groom/clean her face and feet and is being fastidious about it. If the behavior becomes constant or obsessive (you are unable to get her to stop doing it with a simple command), then I would start to be concerned. She could have an itchy face/feet from allergies, her ears may be irritated, or she may have something stuck in her mouth/teeth.
