My cat has scabs on his ears and neck .. he's had a biopsy to check what it is but his condition has got worse . I feel the vets are just using the fact I have pet insurance.. They told me his teeth were bothering him and that's what it could be ? It's clearly not ..

A biopsy of the skin should have given a better answer than the teeth were a problem. It can tell if it is an infection from an allergy or an immune disease. I would worry about a food allergy and consider changing foods to a hypoallergenic diet and see what the biopsy results suggest for further medicine
