Why is my dog licking his private area, with dry skin and hair loss?

Pet's info: Dog | Pit Bull Terrier | Male | unneutered | 22 lbs

My dog is suffering from sla skin disease he have patches of dry skin and is losing hair from the affected areas we consulted to a local vet who told us to use a lotion but there is no change his condition also he was licking his penis very much when i observed i noticed that it was red from the top and has small blisters on it few days ago i noticed yellow discharge from it but the man i brought him from told me it was normal please suggest me somthing

It is hard to say much without seeing what you are talking about. The only advice I can give you at this time is to stop him from licking it. The way to do this is with an Elizabethan collar (cone). Be sure to get the correct size.
