Dog panting, lethargic, shaking after moving. Stress or health issue?

Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 11 years and 8 months old | 10 lbs

Our dog has been panting a lot, following us around but then the past few days he seems very lethargic and has been shaking on and off. We did move to a new house about 4 weeks ago and it's new construction so there are often loud noises (which could be causing the shakes) but he just doesn't seem like himself. Is this normal given the change or could it be a true health issue?

Poor rocky. I bet he is a little stressed out and anxious. I would recommend taking him to a veterinarian for a good physical exam due to him being older. We would hate to over look something because we assumed he was anxious in the house I would recommend setting up an area for him that quiet away from construction. You can put his favorite toys and blankets so he feels more at home. Hope that helps
