It is difficult to see the area completely in the photo, but it appears that your cat has an infection. Dried discharge is stuck in the hair. There may be a wound underneath the dried discharge that appears to be on the hair. I would recommend that you soak the paw in warm soapy water and then gently clean the build up away to see what the skin underneath looks like. She will likely need an antibiotic.
