Why is my budgie skinny, sleepy, itching, and not eating? Is it sick?

I have a young budgie and it doesn't seem to do much it sleeps a lot and doesn't make much noise it's back end has a lot of poo on it and it is constantly itching itself it is quite skinny and doesn't eat much and makes a clicking noise like it's eating something. Snowy is probably ill, but i couldn't tell you what is wrong based on these very general symptoms, you will need to take him to an avian vet where a blood test and faecal exam will be done to determine what is the cause of the disease before it can be treated.
