Why is my dog's eye cloudy and swollen after a pool fall?

My dog fell in the pool and the next day one of his eyes was cloudy and now is swollen almost shut. It was never like that before. Pet's info: Dog | Shih Tzu | Male | 16 years and 6 months old | 15 lbs
