My kitten's genitals look painful. Does it need a vet urgently?

Pet's info: Cat | Mixed Breed | Female | unspayed

Kitten has this on its genitals...the kittens about 3 weeks old and she was the only survivor from her litter...other than that she seems healthy....and the problem isn't anywhere else on its body...but it meows when it's mother is licking the area in order for it to urinate so I imagine it might be causing discomfort..what should I do next...will there be over the counter medicine available or will it need to go to the vets urgently as they're quite expensive and money is low at the moment.

Hi, thanks for using Petco Pet Education Center, formerly Petcoach! Poor Biscuit! The area looks very uncomfortable. I can not tell 100% from the picture what is actually going on. But the kitten appears to be male. The penis looks potentially prolapsed. I sadly think that the kitten needs to be seen in person by a Vet to determine if this is a congenital issue with the urogenital system or just superficial inflammation or infection.
