Why does my dog's tail tuck and legs shake when he walks? Is it arthritis?

My dog has shaky legs all the time, and whenever he walks, his tail curls into his side. Pet's info: Dog | Beagle | Male | neutered | 11 years and 6 months old | 35 lbs
