My 16-week toy puppy is scared. Is it too late to socialize him?

I was wondering what is the age for socialization since I heard it stops at 16 weeks and it's even earlier for smaller dog. I'm asking since my puppy is a toy breed and he's near that age of 16 weeks and hes had some set backs with people and other dogs coming up on him he backs away and curls into a ball with his tail tucked between his legs.

Thanks for using Petco Pet Education Center, formerly Petcoach! The ideal age for socialization is usually up until 1 year of age though in theory any dog can get used to anything and be trainable at any point in life. It does not stop at 16 weeks of age. In fact, this is kinda where it starts. Have a good one!
