Why is my spayed dog's vulva swollen? Is it normal? What should I do?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | spayed | 9 years and 8 months old | 49 lbs

I have a 9-yr old rescue border collie/golden mix. She is spayed. Her vulva seems to be a bit swollen, but she doesn't seem to be licking or having trouble urinating. Have not tried to treat yet, just watching to make sure it doesn't get worse. She had diarrhea for about a week a couple of weeks ago, and that's when I first noticed it. How can I determine if it is normal or swollen and what should I do to bring down the swelling, if that is the problem?

To me the vulva does not seem swollen, it seem normal, but of course it may be more swollen that it usually is. in such a case it could be due to a slight infection, either in the urinary tract or vagina. for now i would recommend just monitoring it, if it gets worse then you should take her to the vet to get it checked.
