My dog is low energy and doesn't play at the dog park. Is it normal?

Pet's info: Dog | Lhasa Apso | Male | neutered | 7 years old | 30 lbs

I have a 7 year old Lhasa Apso who, I believe, is on the submissive and low energy side. He loves every living thing, but his behavior at the dog park is a bit odd. He's happy to meet + greet dogs but doesn't play with them. If dogs start running, he will too but other than that he's not playful/interactive. He'll stand and watch and then sometimes kick his back legs out (without barking). To my human eye, he seems socially awkward but of course I could be wrong. How should I read this?

Hello and thanks for using Petco Pet Education Center, formerly Petcoach! Some dogs are just less social than others. So it sounds to me like Chaktah just doesn't enjoy playing with other dogs. As long as he's not becoming aggressive around other dogs I would not be concerned.
