My dogs nose sometimes runs and a clear watery liquid comes out. What is it? I notice it happens when I take him on walks but not always

Hello and thanks for using Petco Pet Education Center, formerly Petcoach! It sounds to me like this may be normal. If the discharge from the nose is clear and it's only occurring during walks it's probably more related to a mild allergy or exposure to cooler air. As long as it's only happening rarely and the discharge is clear I wouldn't be concerned. If the discharge become frequent, becomes yellow/green or mucousy, or Ziggy develops any other signs of illness like coughing or sneezing I would have him evaluated by your veterinarian.
