Why does my Syrian hamster freak out when I offer a dust bath?

I just recently bought a dust bath for my Syrian hamster, whenever I put it in the bath he starts freaking out. He won't even step a foot into it why? Pet's info: Other | Unknown - Other | Male

that's fine, not all hamsters like it and others will take some time to start using it. don't put him in and don't force him to use it, just leave him be and he will probably start using it when he feels like it.
