Why won't my cat's neck scab with hair loss heal? Is it serious?

Have a 2 year old cat at 12 months she had what looked like bite marks from my other cat on neck but hair was missing in a circle around, I applied moisturiser in case exzhma, cleared, back again but won't clear and has scab worried she's being bullied or even skin cancer, thank you, Chris

Skin cancer is unlikely at that age. It is more likely that there is an infection there which did not clear up as antibiotics are needed. Bite wounds must be considered always infected. A check up is needed. Your veterinarian will flush the wound first and prescribe local or systemic antibiotics.
