My Shih Tzu has watery, red eyes. Why isn't Benadryl helping?

Our shin ztu is having watery eyes with some redness at times. It started in the left eye and is now starting in the right eye also. We thought it might be allergies and have been giving her benedryl, but this doesn't seem to be helping much. What do you think the problem might be? Pet's info: Dog | Shih Tzu | Female | spayed | 8 years and 3 months old | 22 lbs
