The amniotic sac contains the amniotic fluid that provides a safe environment for the developing fetus - it works the same way in human babies :) Sometimes the sac breaks as the puppy is being pushed through the birth canal, and sometimes it stays intact. In that case, the mother dog will normally break the sac with her teeth so that the newborn puppy can breathe. If she doesn't do this (or during a C-section), a human helper may need to break the sac instead.

    This is the amniotic sac. Like humans, this sac protects him while he is in his mother's uterus, and gives him the nutrients he needs to grow. The mother dog breaks open the sac after a puppy is born, at which point the puppy begins to breathe. If the puppy is born and the sac is already broken, the puppy will be in trouble as it will be stimulated to breathe, but it won't have access to air. The sac is there to protect a puppy.
