My puppy is scared of her pee pad and licking. Does she have a UTI?

Pet's info: Dog | Mixed Breed | Female | spayed | 7 months and 6 days old | 7.2 lbs

All of a sudden my puppy is acting scared of her pee pee pad. I'm scared she might have a uti? She got on her pee pee pad earlier and drizzled then ran away like she saw something. She just did it again but she didn't actually pee she just sniffed the pee pee pad. She has randomly just been sitting down and looking around today. This is the first time I'm ever seeing this from her. She normally licks her self down there but I think she's doing it more frequently now?

HI and thank you for reaching out about Snowball. It is certainly possible that she may have been doing this odd behavior on the potty pad because it was painful when she urinated. Puppies can exhibit odd urinary behavior and it may not have a medical reason behind it, however, I think it is always better to have her examined and her urine evaluated for an infection for peace of mind.
