Can my 6-month-old puppy walk outside for potty before full shots?

Pet's info: Dog | Mixed Breed Medium (23 - 60lb) | Female | unspayed | 5 months and 9 days old | 26 lbs

Sisters puppy is at home with us while she finishes college this semester. She has her first set of shots and is 6 months old. I know she needs more shots and we are taking her to the vet later in the month. My question is,since she is lapsing on using puppy training pads, is it safe for her to take a walk now on our gravel road in the countryside to go potty?

Yes, I think it is ok for her to walk around your property. If she is not completely vaccinated, then I would keep her away from unknown dogs or unvaccinated puppies, dog parks, and pet stores. She should be okay around other dogs that you know the owners have stayed current on vaccines. I am not a fan of peepads unless you plan on using them for life because they just train a dog that going potty inside is okay!
