My young male dog has penis knots and licks. Is this normal?

My 8month Yorkie mix has a knot on each side of his penis at the base. He licks a lot, but nothing is there(did before knots appeared too). Pet's info: Dog | Yorkshire Terrier | Male | unneutered | 7 months and 4 days old
