My parrot walks funny, sheds feathers, and has dandruff. What's wrong?

Why do my parrot walk crooket? And why does he have lots of feather fall and denruff and also under he wings the feather are similar like cotton wool...Is it normal or not normal.....?:-(. Pet's info: Bird | Unknown - Bird | Male | 5 months and 4 days old

It would be better if you could post some photos of what you are talking about. It is hard to give advice without seeing him. The best information I can give you based on what you described is that his nutrition is not good. Usually birds with nutritional deficiencies show these kinds of signs. What kind of diet is Pipo on? Do you give him any supplements? Vitamins?
