I can understand your concern about not wanting to harm the dogs and that is very admirable. But it is most important that you keep yourself safe. Pepper spray is a good tool to keep on hand if a dog starts becoming aggressive towards you. It will be uncomfortable for the dog but will not cause any permanent damage. You may want to consider getting a can of Pet Corrector (sold on Amazon.com). This is just highly compressed air that when released makes a loud sound that can scare off approaching dogs. This would be a safer option as there are no chemicals in it. Also remember to walk slowly around potentially aggressive dogs, running from them may trigger them to chase you. Avoid making eye contact with them as well because dogs can see this as threatening. And lastly, if the situation does occur where a dog's chases you it's best to lie down and be completely still, covering you head and face with your arms. This will give you the best chance to not be attacked. I hope this helps. Please stay safe! Thanks for using Petco Pet Education Center, formerly Petcoach. Best of luck!!
