Shaking is usually a sign of pain, according to the symptoms I can't be sure where the pain is coming from, possibly from his hips but it could be from somewhere else. I strongly recommend that you take him to the vet ASAP in order to get it checked and treated.

I am sorry to hear about your concern for Bear. If this is a new behavior it is possible it could be a sign of pain or discomfort. I would consider making a video of the behavior so you can have a recording of what it looks like and making an appointment at Bear's vet for an exam. Since he is an older dog conditions like arthritis are common and a possibility for this symptom and can sometimes be helped with supplements or medication.
