Why is my 4-week puppy wheezing, whining, and has a cloudy eye?

My puppy is about 4-5 weeks old, she constantly whines, and wheezes a lot, her left eye is cloudy but her right eye isnt. What could this be? The mother wheezes also, could the wheezing be heredity?

Wheezing makes me worried that mom and puppy may both have a respiratory infection. And a cloudy eye is also indicative of a problem, I would recommend a vet visit for mom and pup to get assessed. There are some structural abnormalities in brachiocephalic breeds that can cause upper respiratory stridor, or excessive noise while breathing, however that's typically not noted in a four week old puppy either.
