Found dog has red eyes, hard breathing, and a tummy lump. What to do?

I found this dog today he was walking with a leash on with no leader, his eyes are red and dark, his side lips are hanging his elbows are like camel's elbows, he breathes hard and he has this rounded skin that looks like a tumor in his tummy area, can i know whats wrong with him?
