What causes redness around my dog's eyes, mouth, and testicles?

Hi Dr., I have a Labrador Retriever, Netherland Bloodline. and now he is almost 3 years. Since last 2-3 months noticed some redness around his eyes and mouth and testicles, I met a vet and shown him. That doctor treated for Rash by 3-time injection course with 10 days of gaps. the 1st course reduced a bit, but he tried with same treatment again. Testicle redness, around the mouth and around eye redness was reduced, but not perfectly done. would it possible to advise us what we can do? Pet's info: Dog | Labrador Retriever | Male | 2 years and 11 months old | 88 lbs
