This presentation could be due to a trauma and localized secondary skin infection (likely to be caused by bacteria). A check up, appropriate disinfection and antibiotics (oral, topical or in a shampoo formulation) are needed to solve the problem. Buster collar may be useful as well to avoid any licking/scratching. An immediate check up at your local veterinarian is needed.     Oh no, poor Lucky! I see that he isn't neutered and I wonder if your other dog isn't neutered as well. If they both aren't neutered, that can be contributing to their aggression in that it can be hormonally driven. Intact dogs will fight over territory. I would have both your dogs neutered as soon as possible. As for Lucky's penis bleeding, it sounds like it was injured. You can apply pressure to see if it stops the bleeding, and then clean the wound with warm water and antiseptic soap. If the wound is deep and or long, he will need to see a vet asap for stitches. Otherwise, you may have to put an Ecollar on him to keep him from licking at it so it can heal. You can get an Ecollar from a pet store or you can make one at home. If you see any redness, swelling, warmth to the touch, or pus, it's infected and he will need to see a vet. http://dogsaholic.com/care/homemade-dog-cone.html
