My budgie is quiet, fluffed, and has a brown cere. Should I see a vet?

Pet's info: Bird | Unknown - Bird | Female | unspayed | 7 months and 23 days old | 1lb

My budgie is 7 months old. Her cere has changed and stayed brown over the past few weeks. Today when I uncovered her she wasn't her usual chirpy self. She was on her perch huddled up feathers pluffed out. I tried to get her to sit on my finger but she wasn't keen so I left her. She hasn't made a noise all day, her feathers have been pluffed out. She is eating and drinking. I noticed she has a lot of poop on her feathers around that area too but I can't see signs of fresh diorrea. Im worried.

Luna is probably ill, but i couldn't tell you what is wrong based on these very general symptoms, you will need to take her to an avian vet where a blood test and faecal exam will be done to determine what is the cause of the disease before it can be treated.
