Are my adopted dog's chronic ear infection and allergies pre-existing?

Pet's info: Dog | Chihuahua | Male | 8.5 lbs

Jackson is a male chihuahua that I was fostering but have now adopted. I have had him for a month now. I took him to the vet a couple of weeks ago for a checkup. He was itching so badly he was bleeding. The doctor said he had a chronic ear infection, staph infection under his neck and allergies. Could he have had these before I starting fostering? The reason I ask is the organization is threatening to take him away from me because I have not been caring for him properly.

Hello, & thank you for using Petco Pet Education Center, formerly Petcoach. Yes, it is absolutely possible that his ear & skin problems have been there for quite awhile. Very often allergies can lie just under the radar & then allergens like pollen & ragweed go skyhigh & everyone is itching & scratching like crazy. The important thing is that Asher looks very happy, & you took him to the vet to diagnose his problems. If you are willing to give him the treatment he needs to keep him comfortable, which might include periodic antibiotics for his ears, & medications for his allergies, then you are doing the standard of care & the Organization should be very grateful to you. Thank you for adopting Asher.
