My Golden puppy chases his tail dizzy. Is this a compulsive issue?

Pet's info: Dog | Golden Retriever | Male | neutered | 10 months and 23 days old | 75 lbs

I have an 11 month old English Cream Golden Retriever. He chases his tail until he can barely stand up due to dizziness. Then he reverses his circle, chasing it the other direction. Is this a sign of anything wrong, other than him being an energetic puppy?

A degree of tail chasing is normal but there is a condition where is becomes a compulsive disorder. Unfortunately it is incredibly hard to treat compulsive tail chasing and uf it becomes an issue it usually requires the help of both a vet and behaviourist.
