The skin is unhealthy for some reason. This is usually caused by some irritation of the skin. The skin is most commonly irritated from allergies, fleas, mites, or inappropriate bathing. The irritation can then cause the skin to get infected with yeast and bacteria. The best thing you can do now is give a bath with a medicated dog shampoo (you can find this at the pet store). Follow the shampoo with an oatmeal or aloe conditioner labeled for dogs. Repeat the bath every other day for two weeks. If that's helping, then repeat the bath every week for a month. If all is good after that, then she should be OK to have a once monthly bath with normal dog shampoo. If the bath is not helping, or she's getting worse, then she needs to go to the vet. The vet will be able to determine if something else is wrong and if further treatment is needed.

Poor Jinx! She could be suffering for allergies, a bacterial infection, or even a yeast infection. You can try bathing her 2-3 times per week in an anti-seborrheic shampoo like dermabenss. See first link below. I would also start her on an omega 3 fatty acid to help moisturize the skin from the inside out. See second link below. If she is itchy, you can try benadryl twice a day. See third link below for dosing. If she isn't improving, I would have your vet take a look at her. Your vet will be able to see if she has any bacterial or yeast infections and whether she needs any oral medications. Your vet will also be able to prescribe her stronger allergy medicine if needed. I hope this helps! https://www.chewy.com/dermabenss-shampoo-dogs-cats-horses/dp/112480?utm_source=google-product&utm_medium=cpc&utm_campaign=hg&utm_content=DermaBenSs&utm_term=&gclid=EAIaIQobChMI84Ct95Se2AIV3rjACh07SQAvEAQYASABEgIVZPD_BwE&gclsrc=aw.ds https://www.petco.com/shop/en/petcostore/product/dog/vetri-science-laboratories-omega-3-6-9-dog-and-cat-gel-caps https://www.petcoach.co/canigive/dog/benadryl

Hello, thank you for using Petco Pet Education Center, formerly Petcoach. Riley should be examined by your veterinarian to rule out mange mites, such as demodex & scabies causing the dandruff & itching. I would not use lotion, as this may just leave your pup greasy. You can ease the itching by bathing Riley in an oatmeal based shampoo & cool water, letting him soak for about 10 minutes before rinsing. There are some other anti itch shampoos, such as ones that contain antihistamines or a product called Pramoxine that you can get on line or at the pet stores, but I would have things checked out first since Riley is so young. Take care.
