My baby pigeon has yellow crust. Should I worry or cut it off?

Hi, there seems to be some sort of yellow crust on my pet, a baby pigeon. Is it something I should be worried about and can I remove it using scissors, since warm water doesn't seem to help? Thank you

I would be very careful about cutting it off as there are a few skin infections that birds get which could do damge to the skin if cut. I would persevere with bathing it, and if it will not come away I would have an avian vet look at it as it is likely an infection that needs treatment.
