My dog ran away when leash dropped. How to teach off-leash recall?

I accidently droped the leach while a biker passing by and my dog start running and geting away from me and everytime i yell to her she start running more and then it was so close for her to get run by a car but in the end i was able to catch her after 10 minutes of running after her so please help me what to do in this case how can i teach my dog to never get out of my sight in the walk time if i drop the leach.
