Why is my unneutered male cat's penis exposed when I pet him?

My kitty has been acting kind of strange lately, just the other day I was petting him and rubbing his belly and his penis began to come out. This has never happened before, and just a few minutes ago I was giving him attention and petting him (not rubbing his belly or anything) his penis is literally out the entire time. He was kneading everywhere and it seemed as of he was drooling. I'm also 9 months pregnant, his two brother's how ever so not do this at all. Pet's info: Cat | Mixed Breed | Male | unneutered | 3 months and 25 days old
