I know that any changes in urine color should be noted, but normally its if the color gets darker or has hints of blood etc. Oliver's has always been a healhy pale yellow, but recently it fluctuates from that pale yellow color to almost clear. Is he just overly hydrated?

Very dilute urine can be a sign of good hydration, however it can also be a sign of kidney function decrease. The kidneys are in charge of the boys' fluid reserves, however if they start to decline they can stip being able to concentrate urine. This is less likely in a fog of Oliver's age. If you notice only clear urine for a week I would advise taking him to the veterinarian for blood work to check kidney function. If it fluctuates bwteeen normal color and clear it less likely anything of concern.
