Given the discomfort and licking i recommend a vet visit over the next day or so to rule out infections and to rule out any prostatic disease. In the meantime i would not recommend using vinegar as this can be quite irritating if any wound or inflammation is present and may aggravate things further

What you are describing would fit more with a lower urinary tract infection. The yellow/green fluid you were seeing was probably a normal discharge produced by the prepuce called smegma. The urinary tract infection will require a vet visit, because there is no home remedy that would solve this problem. This is obviously uncomfortable for Riley, but no need to rush to the emergency room... you can wait until normal vet hours the next day if that's easier. Also, I would advise against the vinegar bath in the future. The acidity of the bath could be damaging to the skin and there is really no good indication for doing this. I hope that helps and Riley gets better soon.
