Why won't my adopted husky gain weight and keeps panting?

Pet's info: Dog | Mixed Breed | Male | unneutered | 1 year and 2 months old | 50 lbs

I recently adopted a 1 year old husky/malamute, after we got him groomed because old owners never did we found him really under weight. He's been treated for worms have finally food a food he eats(old owners feed him human chicken and rice the whole time) but he won't gain weight. He stays hydrated but is always panting. He only goes outside to potty and I keep it really cool inside. My other husky is perfect and healthy but I worry about my new boy

Some huskies never really cope with hot weather and tend to be quite inactive during the summer. weight wise be aware that unneutered dogs usually do not usually gain a lot of weight. hopefully he will get better during the winter months.
