My RES is swimming completely normally but sometimes when he's just floating at the top of the water- not swimming he tilts to one side. He is not showing any other signs of a respiratory infection and he's done this since I got him- about 2 weeks ago. It almost looks like he isn't balancing himself while he gets a breath of air.

As long as he is active, has no discharge from the eyes or nose and is not wheezing or gaping, there is no cause for concern. Consider decreasing the depth of the water to no deeper than twice Franklin's length though.
