Shih Tzu's smelly ear discharge: drops aren't working. What's next?

My shitzu has thick brown discharge coming from one of his ears and it smells I'm cleaning it everyday but it's getting no better it's been happening for months I've had him to the vets and they keep giving me drops but they don't seem to be doing anything now and again I will get a couple of days were it's not so bad but most days it's thick is there anything else I can do. Pet's info: Dog | Mixed Breed Small (up to 22lb) | Male | neutered | 3 years and 10 months old
