Is my Chihuahua puppy's fear of strangers normal? How to help him?

My 11 week old Chihuahua is scared of other people and dogs thata not in the household. Today a lady tried picking him up and he ran and started squealing is this normal behavior with his breed and is there a way I can have him be more comfortable around those situations.

Your Chihuahua sound like most Chihuahuas I see every day. Be patient and gentle. Once puppy vaccines are over, consider enlisting in puppy or behavior classes. Expose your puppy to new stimulus slowly but repetitively.. Positive reinforcement might be a key element. A treat given by a new person may go a long way.
