My dachshund can't walk, drags legs, and chews penis. Is it spinal?

Pet's info: Dog | Dachshund | Male | unneutered | 5 years and 7 months old | 19 lbs

My 4 1/2 y.o datchshund was found limping his back legs and and almost cannot walk with its back legs . I took him to the vet and he was on medication and with I.V. Fluids. For few days he is recovering but still cannot walk with back legs. His penis was exposed as he drag his back legs. And he sometimes keeps on chewing his penis. But I'm trying to prevent him. But on the next day he almost cut his penis. It healed without surgery. He is on wheels. His back legs is moving he can stand but sits.

These signs are due to a spinal cord injury most likely due to intervertebral disk extrusion in the thoracolumbar tract. The presence of paresthesia (due to nervous system lesion) is causing tingling sensations on the penis and a sort of itch (that is why is persistently licking it). A buster collar would be essential to avoid excessive licking. Physiotherapy would be very useful to improve recovery, but sometimes only neurosurgery can give best outcome (as the disc material keep compressing spinal cord).
