My new dog keeps throwing up white fluid. Is it kennel cough?

I just adopted my dog a few days ago. Early this morning, she began throwing up white milky fluid and I can't seem to get it to stop. It sounds like Kennel Cough, but this seems too severe for kennel cough. Pet's info: Dog | Australian Cattle Dog | Male | neutered | 29.6 lbs

Kennel cough does not normally lead to vomiting and persistent vomiting should be investigated by your vet as soon as possible as it can be related to bowel obstruction or twist and can rapidly lead to severe dehydration
