Why does my dog keep getting a rash and licking his private area?

My dog keeps getting a rash near his private parts it's been happening for awhile now we take him baths and put a cone on him the neosporin the area and then after its healed we take the cone back off and he just keeps licking and scratching the same areas do u know what this could be. Pet's info: Dog | Dachshund | Male | unneutered | 20 lbs

Poor Mellow! He could be suffering a contact allergy from something outside, such as a specific type of grass or weed, and that could be why it keeps coming back. He could also be suffering from environmental allergies. I would have him seen by a vet for this rash first thing in the morning. Oftentimes, allergies require stronger drugs such as steroids to treat, which can only be prescribed by a vet. The vet can diagnose what is causing his rash and how best to treat it.
