Why is my dog's genital skin turning dark brown/black? Is it normal?

Pet's info: Dog | Mixed Breed | Male | neutered | 13 lbs

My male dog's skin near his genital area are and have been turning a dark brown/black color. It goes from his genitals to the insides of his legs. Also a few red spots. Any thoughts?

Based on your picture I think this looks like normal pigment, however sometimes dogs can start to get darker skin where they had a dermatitis that is resolving or a chronic skin issue. If the red spots are new or Jaxon seems itchy I would recommend taking him to your veterinarian to have them examine his skin.

It is hard to know for sure based on a description though this is likely a normal pigmentation change or hyperpigmentation as you pointed out. If it is not associated with itchiness or discomfort, there is no need to be concerned about this.
