Why aren't my bird's clipped wings growing back and feathers ruffled?

Pet's info: Bird | Unknown - Bird | Female | unspayed | 10 months and 7 days old | 1.8 lbs

Tangerine has a lot of trouble flying, she can only fly a small ways and her brother can fly great! They are both the same age and had their wings clipped at the same time yet Tangerine's wings haven't grown back and it's been 3 months. Her brother's wings are fully grown. Also I came back from vaca in June with my Mom taking care of them. Tangy's wing tips were ruffled and misshaped. She also has had ruffled feathers on her right shoulder for a while. Nothing traumatic has happened to cause it.

When you clip wings the feathers do not grow back until they fall out completely at the next moult. So every bird will be different assone moult more frequently than others. I imagine she simply as not moulted as quickly. As for the ruffled feathers it is likely just due to the wings being an odd shape with being clipped. If tge feathers dont improve within a few months or you notice any skin problems I would have her checked by an avian vet.
