My dog has something like skin sticking out from her nail and her hair is short and thin. It bothers her when I touch it and has been licking her paw a lot. Has also been licking her genital area a lot more. And has had like a raspy sound and has been wheezing is closest to describe. It's almost like she's gonna throw up but never does. She has done it before but not as often as now

The nail of the dew claw (the one you're concerned about) is just broken and a bit deformed. These nails tend to get these deformities as the dog ages, because they do not get worn down like the rest of the nails when the dog walks. A good trim of the nails by a groomer or vet office will help it look more normal. It appears that her other nails are also a bit overgrown too, so those can get trimmed as well. The licking and wheezing sounds are more concerning to me. Dogs that lick too much are often doing it because they are itchy. The fact that there is also some wheezing and hacking makes me suspicious that your dog is allergic to something in the environment. It's best to have this checked by a veterinarian, so they can help identify the cause and prescribe Princess some medication to make her feel better. They can also take care of those nails.
