My dog is licking paws, wheezing, and itchy. Could it be allergies?

My dog has something like skin sticking out from her nail and her hair is short and thin. It bothers her when I touch it and has been licking her paw a lot. Has also been licking her genital area a lot more. And has had like a raspy sound and has been wheezing is closest to describe. It's almost like she's gonna throw up but never does. The fact that there is also some wheezing and hacking makes me suspicious that your dog is allergic to something in the environment. It's best to have this checked by a veterinarian, so they can help identify the cause and prescribe Princess some medication to make her feel better. They can also take care of those nails.
